New Mexico is one of many states throughout the country with a significant Hispanic population that has contributed to persistent bilingualism or multilingualism within its education system. This persistent bilingualism orability
inherited by students through social contexts rather than partially or entirely being taught inside a school system. Because of this inherited ability, New Mexico maintains a deep cultural history spanning multiple languages that is essential to ensure these resources are sustainably leveraged to create new opportunities for students at all academic levels~\citep{lindholm1990}.

Specifically, this diversity manifests linguistically with over 200 languages spoken in addition to high proportions of Spanish (28\%) as shown by ethnolinguistic statistics compiled by the University of Nebraska-Lincoln associated with every county in New Mexico~(see Figure \ref{fig:newmexico_demographic_grouping}). Language diversity varies across different counties within New Mexico. For instance, Albuquerque’s largest city has almost equal rates compared to Las Cruces while subsidiaries surrounding Albuquerque reported approximately twenty percent predominantly speaking English or having other predominant indigenous language communities~\citep{kelly10}.

A quarter (25\%)the higher proportion statistic may be due in part because various indigenous tribes were historically included such as the Navajo and Choctaw communities, which remained threatened by residential schools/forced assimilation and historical preservation of heritage. Struggling with constant generational anxiety associated with acquiring education makes it hard for students to find identity under representation when dual language programs are not available~\citep{taylor06}.
